Levy & Bond 2026
Remember to Vote on February 10, 2026
Washington school districts rely on local voter-approved measures to fund educational programs, technology, and school facilities. State funding alone does not cover the full cost of running a school district. Bonds are for Buildings. Levies are for Learning. Schools need both.
The University Place School District has three measures on the February 2026 Special Election ballot:

Proposition #1: Replacement Educational Programs & Operations (EP&O) Levy
This measure renews local levy funding that makes up approximately 15% of the district’s annual budget. If approved, it would continue to fund key programs and services, including:
- Teachers and Support Personnel
- Teachers & Classroom Staff
- Safety & Security Personnel
- School nurses and counselors
- Extracurricular Activities
- Intermediate Enrichment
- Clubs, field trips, and student activities
- Athletics in grades 6-12
- Operational Costs
- Community use of the pool
- Transportation costs not covered by the state
- Instructional materials such as books, textbooks, and supplies
- Student Programs
- Music and performing arts
- Swimming for all 2nd, 5th, and 8th graders
- After-school programs and summer school
This is a replacement levy, not a new tax.
The estimated tax rate would remain $2.50 per $1,000 of assessed property value.
Proposition #2: Bonds to Replace or Renovate Deteriorating Buildings and Improve Safety
This measure would fund the replacement or renovation of school buildings that are 50 to 60 years old, have aged beyond their useful life despite routine maintenance, and no longer meet today’s learning needs. Proposed projects include:
- Replacement of Sunset Primary - elimination of portables.
- Replacement of Chambers Primary - elimination of portables.
- Renovation or replacement of five classroom buildings at Curtis High School (CHS).
- Demolition of CHS 100, 200, 300 and 400E buildings.
- New construction of a safer and more secure "main building" connected to the newest portion of the CHS 400W building and to the 500 buildings to establish one, connected building.
- Minor improvements to other CHS buildings.
- Creation of a Performing Arts Center for music and theater, new music classrooms and modern classrooms to support Career and Technical Education (CTE) programs.
- Improved access and parking at CHS, Sunset, and Chambers.
- Improvements to district recreational/athletic facilities.
Proposition #2 enables the district to sell bonds totaling $295,000,000. If voters approve Proposition #2, the district will become eligible for up to $60,000,000 in additional state construction money for projects.
Proposition #3: Replacement Safety, Technology and Capital Improvements Levy
This measure would renew local funding for technology and safety systems that support student learning and school operations. It would provide funding for:
- Instructional and classroom technology
- Student devices
- School security systems and software
- Technology infrastructure and support
- Upgrades to security and surveillance systems on buses and at schools
- Upgrades to alarms and emergency communications systems
- Repairs and maintenance at schools across the district
This is a replacement levy, not a new tax.
The proposed rate is less than half of the expiring levy – $0.20 (new) vs $0.47 (expiring) per $1,000 of assessed value. Decreasing the amount of this replacement levy partially offsets rate increases related to bonds for construction (Proposition #2).
