Proposition 3 

Replacement Safety, Technology, and Capital Improvements Levy 

 

The current Safety, Technology and Capital Improvements Levy is expiring at the end of 2026. Proposition #3 asks voters to consider renewing this levy for four additional years (2027-2030). The proposed tax rate is lower than in previous years to minimize the impact on taxpayers, as capital needs will be reduced with the passage of a school construction bond (Proposition #2). Thank you, voters: the district has collected voter-approved capital levy funding since 1994. 

The levy provides systems, equipment, and infrastructure that support safe, functional school facilities and technology for student learning. The district relies on the use of various technology systems and devices not funded by the state, including:

  • Safety technology such as security cameras,
  • Emergency communication tools and notification systems
  • Remote door locking systems

The levy also funds:

  • Classroom technology
  • Student devices and software
  • Updated computer technology
  • The network and infrastructure necessary to make the equipment mentioned function properly

The district also maintains publicly owned facilities and grounds throughout the community.  These facilities need ongoing maintenance, repair, and improvement to ensure our students, staff, and community members have healthy and safe spaces, and that our students have high-quality learning experience. Safety, Technology and Capital Improvements Levy funding is used to purchase, replace or repair equipment and/or facilities.  

Proposition #3 would provide funding for four years.  The table below shows the amount of funding previously approved by voters and the amount requested, including the estimated tax rate per $1,000 of assessed value.

Capital Levy Projects - Past and Future

Safety, Technology and Capital Improvements Levy past and future projects are listed below. 

  • Projects completed in 2024-2025

    • Annual turf repairs, maintenance, and GMAX testing at Viking Stadium, CHS baseball complex, and CJH football field.
    • Resurfaced upper tennis courts.
    • Painted the exterior of Drum Intermediate School.
    • Repaired exterior gutters at Drum Intermediate School.
    • Added playground for the Transition to Kindergarten program at University Place Primary School.
    • Replacement of multiple portable roofs at Evergreen Primary School.
    • Replacement of bathroom floors at Evergreen Primary, Narrows View Intermediate, and Drum Intermediate Schools. 
    • Boiler repairs at Curtis Junior High School.
    • Replacement of domestic water heater at Curtis Junior High School. 
    • District-wide fire alarm testing and repairs. 
    • LED lighting upgrades at multiple sites.
    • Replaced and repaired pool construction joints.
    • Chroombook purchases and replacements.
    • Interactive classroom presentation screens.
    • Upgrades to computer workstations and desktop computers.
    • Classroom presentation equipment, including microphones and cameras.
    • Safety and security improvements to cameras and security software.
    • Replacement of Chromebooks for students to use at school and at home to enhance learning.
    • Improvement of the district’s technology infrastructure, network, software, and data systems.
    • Repair or replacement of HVAC systems at Drum Intermediate and in the Aquatic Center.   
    • Replacement of classroom presentation systems to replace outdated technology, increase teacher flexibility, and reduce ongoing costs associated with these systems. 
    • Upgrades to security cameras and surveillance systems on district buses and at multiple schools.
    • Repair and maintenance of fire alarm and suppression systems.
    • Improvements to electrical systems at multiple schools.
    • Improvements to plumbing systems at multiple schools.
    • Painting and repair of siding at multiple schools.
    • Repair or replacement of roofs at various facilities across the district.
